James F. Howe Sr., a former police officer with an accounting degree, was comfortable working undercover or crunching numbers during nearly 30 years with the Internal Revenue Service’s criminal division.

While most of his friends thought he handled tax issues and audits, Mr. Howe worked on many cases involving fraud, corruption and organized crime, said his wife, Cathy.

“Jim didn’t even talk about (his cases) with me,” his wife said. “He went after people scamming the system, often for millions of dollars.”

Mr. Howe, 63, who retired from the IRS in 2005 after 28 years, died of pancreatic cancer Monday, Aug. 15, at his Naperville home.
