After NATO, normal traffic jams ahead

Expressway traffic jams and the familiar hunt for curbside parking in downtown Chicago return Tuesday, as the daily commute gets back to normal after the NATO summit. So will Metra passengers clutching legal cups of morning coffee.

On Monday, usually crowded Metra trains were half-full at most, and security police’s inconsistent enforcement of restrictions banning food, drinks and backpacks seemed to boil down to the luck of the draw for passengers.
