Madigan willing to discuss effort to avoid state layoffs

Democratic House Speaker Michael Madigan said today he’s told Gov. Pat Quinn he’s willing to discuss shifting around money in the state budget to avoid layoffs of 1,900 workers and closure of seven state facilities.

But the speaker warned that the House intends to live by spending limits it adopted for the current budget, and that any changes must be “revenue neutral” and not result in an overall increase in spending.
